Alleviating Immigration Violations, Foreign Nationals Must Go to Immigration Office to Extend Stay Permit
JAKARTA – The Directorate General (Ditjen) of Immigration, Ministry of Immigration and Corrections, has enacted a new regulation for managing stay permits for foreign nationals (WNA) in Indonesia. Referring to Circular Letter Number IMI-417.GR.01.01 Year 2025, which will be effective starting May 29, 2025, foreign nationals in Indonesia are required to undergo photo capture and an interview at the immigration office when applying for a stay permit extension. Prior to these steps, foreign nationals must register their stay permit application and upload required documents online through the website evisa.imigrasi.go.id. This procedure also applies to foreign nationals holding a visa on arrival (VoA).
The Acting (Plt) Director General of Immigration, Yuldi Yusman, explained that this policy aims for damage control, specifically to minimize the potential for misuse of stay permits, maintain orderly immigration administration, and supervise the role of WNA guarantors. Yuldi stated, "We initiated this adjustment to the stay permit extension procedure by thoroughly evaluating the results of a comprehensive assessment by the Directorate General of Immigration. We found that the number of stay permit abuses and guarantors who did not fulfill their responsibilities was still high". He cited the foreign investment operation (OPS PMA) conducted jointly with BKPM during the first quarter of 2025, where the Directorate General of Immigration apprehended a total of 546 foreign nationals suspected of stay permit misuse, as well as a total of 215 companies suspected of being fictitious or problematic whose business licenses had been revoked by the Investment Coordinating Board (BKPM).
Based on periodic statistical data of immigration administrative actions, from January to April 2024, there were 1,610 foreign nationals, while from January to April 2025, there were 2,201 foreign nationals. Law enforcement performance based on immigration administrative actions in 2025 significantly increased by 36.71%. Referring to Law Number 6 of 2011 concerning Immigration, Article 63 Paragraph (2) states that guarantors are responsible for the presence and activities of the foreign person they guarantee during their stay in the Territory of Indonesia, and are obligated to report any changes in civil status, immigration status, and address.
For WNA belonging to vulnerable groups such as the elderly, persons with disabilities, pregnant women, breastfeeding mothers, and those in urgent conditions, the application registration process, document submission, and payment can be done directly along with photos and interviews at the immigration office (walk-in) with assistance from officers.
Yuldi also urged all foreign nationals who are processing stay permit extensions or data changes to provide accurate information during interviews with officers. He emphasized, "We remind foreign nationals to provide accurate information to officers to avoid future problems".
The Minister of Immigration and Corrections, Agus Andrianto, stated, "With the implementation of this policy, the Directorate General of Immigration hopes to strengthen the supervision system over the presence and activities of foreign nationals in Indonesia, and ensure that all immigration processes comply with applicable legal provisions".
