Violating the Law and Local Customs, Four “Bonnie Blue” Foreign Nationals Deported from Bali

  

BADUNG (13/12) – The Badung Police, together with the Ngurah Rai Immigration Office, officially announced the final outcome of enforcement actions against four foreign nationals (WNA) affiliated with the management of “Bonnie Blue.” The four individuals have undergone legal proceedings and were found guilty of violating traffic regulations and misusing their immigration stay permits.


Badung Police Chief AKBP M. Arif Batubara explained that the case originated from public concern regarding the presence of TEB alias Bonnie Blue (female, 26, British national), who is known as an adult content creator. Community reports indicated that she had previously been refused accommodation at a hotel in the Canggu area due to her track record of content deemed inappropriate.


Following up on these reports, a joint team from the Badung Police and the local police sector conducted an investigation at a studio in the Pererenan area, Badung, on Thursday, 4 December 2025. During the operation, officers secured 20 foreign nationals. Sixteen individuals were identified as witnesses and participants in a gameshow event, while four others were subjected to further legal processing, namely TEB alias BB, LAJ (male, 27, British national), INL (male, 24, British national), and JJT (male, 28, Australian national).


Regarding allegations of pornography-related offenses, the Badung Police Chief emphasized that based on digital forensic examinations, private videos were indeed found on TEB’s mobile phone. However, the videos were created for personal use and were not distributed, therefore they did not meet the elements of a criminal offense as stipulated under the Pornography Law or the Electronic Information and Transactions (ITE) Law.


Nevertheless, the four foreign nationals were proven to have violated public order. They used a blue open-bed pickup truck bearing the inscription “BONNIE BLUE’s BANGBUS” to travel around Bali as part of content production activities.


Based on the ruling of a Minor Offenses (Tipiring) hearing at the Denpasar District Court on Friday, 12 December 2025, TEB and LAJ were found guilty of violating Article 303 in conjunction with Article 137 of Law Number 22 of 2009 on Road Traffic and Transportation. The panel of judges assessed that the use of an open-bed vehicle to transport passengers was not in accordance with its designated function and posed a danger to safety.


Misuse of Stay Permits and Deportation Sanctions

Head of the Ngurah Rai Immigration Office, Winarko, stated that following the completion of the minor criminal proceedings, Immigration immediately imposed Administrative Immigration Actions. Based on examination results, the four foreign nationals entered Indonesia using a Visa on Arrival, but were proven to have engaged in commercial content production activities that were not in line with the purpose of a tourist stay permit.


“We have taken firm action. Against JJT and INL, deportation and blacklisting were imposed pursuant to Article 75 paragraph (1) in conjunction with Article 122 letter a of the Immigration Law. Meanwhile, TEB and LAJ were subjected to layered sanctions for immigration violations as well as legal violations that have been decided by the court,” Winarko emphasized.


As a follow-up, all four foreign nationals were deported via I Gusti Ngurah Rai International Airport on Friday, 12 December 2025, and their names have been included on the blacklist.

This enforcement action serves as evidence of strong synergy between the Indonesian National Police and Immigration authorities in maintaining public order in Bali. Both institutions reaffirmed their commitment to ensuring that every visitor respects the law, customs, and local wisdom of Bali. Firm measures in the form of deportation and blacklisting are expected to create a deterrent effect and prevent similar incidents from recurring, in order to safeguard Bali’s image as a safe and culturally respectful tourist destination.
